With the successful visit of Russian Prime Minister Dmitry Medvedev to Cuba, the Russian state-owned Zarubezhneft and the Cuban National Oil Company (CUPET) officially started horizontal drilling of the oil exploration experimental project in the Maya Baker province in northeastern Havana, using steam. Injecting means to extract heavy oil. The project marks the beginning of Cuba's horizontal drilling technology. Russia provides technology and equipment. It is expected to complete three drilling wells in the first quarter of next year and will conduct experimental mining for a period of time.

Since April this year, the United States has successively sanctioned ships and related enterprises that transported oil to Cuba, which led to a period of intense energy supply in parts of Cuba. During his visit to Cuba from October 3rd to 4th, Russian Prime Minister Dmitry Medvedev said that Russia will find a way to help Cuba obtain oil and petroleum products and agree on a Cuban energy security plan.
